Atkins is currently seeking a Senior Project Manager / Team Leader-Ecology to join our team in Houston, Texas. This candidate will ultimately be a local manager of eight to ten technical staff (ecologists and technicians). Assisting the team to excel in the areas of safety, quality, efficiency, utilization, and technical excellence. Will be responsible for staffing actions and career development. Will be looked to as a senior technical resource in your field of expertise, which must generally pertain to environmental (natural resources) compliance, permitting, consulting, and/or studies. Will perform duties as a senior project manager, and senior technical reviewer on complex, multidisciplinary projects. As a natural course of business, will participate in business development activities (direct and indirect sales), and must take opportunities to market your team to internal and external clients.
Job Details:
The ideal candidate will have significant experience with clients, and project experience in one or more of the following service lines is preferred:
CWA 404 permitting with specific experience interacting with the US Army Corps of Engineers, US Fish and Wildlife Service (ESA Section 7 and 10 consulting/permitting).
Bureau of Land Management Land Use or beneficial use studies and permitting; montane/prairie/desert ecology studies and restoration.
NEPA studies, documentation, and reviews; environmental studies and permitting for the transportation industry (e.g.: ports, rail, highway /interstate, toll roads, & aviation).
State/local agencies, such as Department of Transportation, water resources departments, flood control districts, or environmental departments.
Federal agencies (e.g.: Federal Highway Administration, Department of Defense, or the Bureau of Reclamation).
Must be comfortable working and coordinating with a multidisciplinary team that may include at any one time ecologists, geologists, design engineers, right of way agents, surveyors, archaeologists, historians, and planners, among others.
The local team provides the following general services to a broad listing of private and public clients: threatened and endangered species surveys, wetland delineation and jurisdictional determinations, coastal and marine surveys, stream restoration and wetland mitigation design and permitting, wildlife habitat evaluations and management services, aquatic resource mapping and monitoring, water quality data collection and data analysis, NEPA studies, and natural resources permitting and compliance.
Project Production and Management: Ensure appropriate staff allocation to projects in consideration of project schedules, budgets, key milestone dates and work products. Monitors and enforces compliance with established quality control and safety standards, ensuring that appropriate quality assurance and safety activities are being performed throughout the operating unit. Reviews project QC plans and periodic QA compliance audits on current or recently completed projects. Assists staff in resolving problems concerning work with the various business units.
Staff Administration: With Technical Manager, Business Managers and Project Managers, identifies current and future staffing availability based on technical and budgetary requirements of future workload and manpower projections. Helps staff identify and pursue technical and professional development activities consistent with their career development goals and work unit objectives/company needs. Recommends salary levels for new hires and initiates salary and position adjustment actions for staff, subject to senior management review and approval. Conducts semi-annual performance reviews and annual career planning sessions with direct reports. Provides staff with ongoing performance feedback and counsel to promote improved performance and career development. Ensures staff compliance with company policies and procedures.
Technical Excellence: Maintains visibility and professional currency by actively participating in professional and civic organizations and encourages staff to do the same. Works with Practice and Technical Directors to design and implement development tracks for technical staff, with a focus on building technical excellence at all levels of the organization.
Marketing and Client Maintenance: Will participate in pursuing new project opportunities by maintaining contacts with current and prospective clients with history of capturing work desired.
Contracts and Financial: Will assist sales leads and project managers to staff new pursuits and contract negotiations. Approves purchase requests for capital items as specified in the internal authorization approval matrix.
Performs such other duties as the supervisor may from time to time deem necessary.
Qualifications:
Waters of the US (404/10) permitting, USFWS Threatened/Endangered species Permitting and NEPA experience required.
Proven ability to manage clients, individuals and teams, provide leadership, and manage project production.
Excellent technical interpersonal skills, and problem solving skills.
Must have business vision, excellent communication skills, and be able to represent the firm effectively to clients, key public officials, and the community in general.
Professional registration in field of practice is preferred, e.g., P.E., A.I.C.P., R.A., P.W.S., or R.L.A.
Education:
Bachelor's degree in field(s) of practice. Graduate degree preferred. Management coursework and/or MBA a plus. This level may be achieved with ten years of experience in project production and technical professional activities, four of these working as a project manager.
