Our company Faithful and Gould (www.fgould.com) is an International Property, Construction & Event Management Consultancy with specialist capability in the Project and Construction management of a varying types of projects, with offices across Asia, Europe, the Americas, the Middle East, Subcontinent and Australia. Our office locations are complemented by those of our Parent group ATKINS enabling us to draw on an international knowledge base in delivering the next project to our large and extensive client base.


Principle Accountabilities

• Preparation of cost Model and procurement plan for the projects
• Produce Budgetary Cost Estimates based on established internal benchmark and cost bank.
• Lead the team in developing preliminary Cost Estimate and Bill of Quantities based on tender drawings.
• Lead the team in preparation of detailed cost estimates on the basis of unit rates
• Lead Value Engineering reviews and studies with the consultant team to achieve economical and value efficient design
• Prepare Cash flow based on the master construction program and develop /implement Cost Control System
• Lead the team for preparation of Tender documents for all packages
• Attend to Contractors queries on information contained in the tender documents and issuing Corrigendum to the tenderers
• Prepare Methodology for Bid Evaluations
• Preparation of Recommendation Note, Letter of Intent, Work Order and Contract Document
• Review variation claims and assess claims in accordance with the provisions of contract.
• Lead the commercial management team, for closure of all package contracts post completion of their scope of works
• Managing claims avoidance and claims processing programs
• Carry out the day-to-day Commercial management of the Project.
• Co-ordinate the commercial appointments for services being provided by all parties.
• Setting up the commercial administration, monitoring and change control system requirements, as required by the contract and to comply with Atkins internal business processes and systems, as applied through the Project Specific Execution Plan.
• Comply with the commercial requirements of the Project Execution Plan and Project Quality Plan and monitor delivery of our services to these documents and requirements.
• Maintain the Project Commercial Risk Register and review on a minimum fortnightly basis or more often as necessary.
• Review change impact proposals including resource schedule, cost and programme to establish robust applications for variation orders and extensions of time as applicable.
• Review spend and programme and challenge design participants to deliver accurate cost to complete estimates on a monthly basis.
• Monthly reporting on subcontract account status
• Monthly reporting on variations and potential variations status and progress
• Prepare Project PSR (project cost summary report - accounts) and identify any negative variances; make suggestions on any necessary corrective actions to the Project Manager

Responsibilities

• Overall responsibility to ensure that the project cost is meticulously tracked in line with the project budget prepared.
• Report to the Project Manager/Director and on the earned value progress, costs to complete and quality of change control and justifications of valid delays being provided by the design teams.
• Monitoring all commercial indicators at all stages, to ensure that accurate and professional cost to complete computations against clear work scopes are delivered by the Project teams.
• Professional interface and liaison with design team and clients’ representative
• Ensure the quality and timeliness of commercial inputs to the Project Manager/Director
• Monitor and report to the Project Manager/Director the design and PM’s team’s adherence to the commercial procedures described in the Project Execution Plan
• Administration of all contracts and subcontracts
• Conduct commercial team meetings, commercial briefings to Project stakeholders as required.

Requirements

Essential

• Degree qualified in an Engineering (preferably Mechanical) or relevant commercial and or cost management discipline
• Experience in Fit out and Data Centre Projects
• Member of a recognised professional institution
• Minimum of 7 years of experience within the consultancy/construction industry
• Senior level commercial experience on at least one major property design and construct project
• Proven background and experience in management of commercial change control, consultant claims and justification of extensions of time.
• Computer literate in the essential MS Office software, ie Word, Excel and relevant presentation programmes.
• Experience of handling FIDIC contracts
