Senior Transportation Planner II

Atkins has been providing infrastructure planning, engineering, construction, environmental consulting, urban planning, architecture, and program management services to public and private clients across the United States for more than 50 years.

Atkins seeks an energetic and highly motivated self-starter to join our Raleigh, NC, OR Charlotte, NC Transportation NEPA Planning Group as a Senior Planner II. 

 

Major Function Role:

 

The ideal candidate for this position will apply their NEPA expertise and state and federal regulatory knowledge towards the assessment of transportation and other infrastructure projects, along with preparation of environmental documents (Categorical Exclusions, Environmental Assessments/FONSIs and Environmental Impact Statements).

 

We are looking for a seasoned planner with experience in applying advanced concepts and techniques to unconventional problems. May function as individual contributor or technical specialist. Work may involve land utilization, urban planning, transportation or environmental projects.

 

Job Duties:

  • Carries out complex or novel assignments requiring diversified knowledge of planning principles and practices in broad areas of assignments. Work requires the use of advanced techniques and the modification and extension of theories, precepts and practices.

     

  • Manages the NCDOT project development process.

     

  • Prepares NEPA documentation.

     

  • Develops, implements and/or manages public involvement plans, technical decisions related to NCDOT projects, and environmental analysis of projects.

     

  • Serves as a resource for NCDOT decisions related to project scope, schedule, cost, and budget.

     

  • Defines scope of project, with full responsibility for interpreting, organizing, executing and coordinating planning projects.

     

  • Coordinates preparation of technical reports and project submissions.

     

  • Participates in negotiations with clients.

     

  • Monitors work progress and conformance to technical standards and regulations.

     

  • Manages planning projects for budget compliance, deadlines and quality control.

     

  • Prepares planning and site design concepts for special clients, governmental agency or commission hearings.

     

  • Routinely manages projects.

     

  • Performs such other duties as the Supervisor may from time to time deem necessary.



Education and Experience

Bachelor's or Master's degree in Planning or related field. Master's or graduate level technical coursework preferred. This level may be achieved by Planners with seven years’ experience since Bachelor's or six years since Master's.

Typical incumbent has 8-10 years' experience.

 

Special Skills:

Strong technical writing and communication skills are expected at this level. Project management skills and NCDOT experience are strongly preferred. Excellent candidate will have 10-15 years’ experience working with transportation clients; working knowledge of air quality modeling, noise modeling, traffic modeling, or GIS; and have previously supervised staff. Project management training is available via Atkins resources.

 

Professional Registrations:

AICP Certification and/or Professional Engineer Registration desired.
