Atkins has been providing infrastructure planning, engineering, construction management, environmental consulting, urban planning, architecture and design, and program management services to the Federal Government, public and private clients across the United States for more than 50 years.

Atkins seeks an energetic and highly motivated self-starter to join our Tampa, FL Contracts and Subcontracts Group as a Senior SubContracts Administrator.



Major Function/Role:

Responsible for the lifecycle of subcontract including negotiations of price and terms, correspondence, documentation, performs price/cost analysis; assists project/program managers with interpretation of terms and Federal Acquisition Regulation (FAR), State law and regulation interpretation.  Supervises Subcontracts Group to provide lifecycle administration under commercial, state and federal contracts.  Performs training, compliance reviews and audits of staff’s files.


Job Duties:


Hires, trains and supervises Subcontracts Group, including subcontract administrators and subcontract compliance personnel.


 

Assists with negotiating subcontract terms from proposal stage to project close-out in accordance with relevant regulations and processes.


 

Spearheads A/P issues related to payment of subcontractors and subconsultants


 

Provides advice on and interpretation of contract/subcontract flowdown requirements.


 

Reviews solicitation requests to ensure compliance with terms and conditions.


 

Assists in preparation and reviews cost proposals including pricing and scheduling details, coordination of requirements and cost proposal risk assessment.


 

Prepares consulting agreements.


 

Assists in the development of internal subcontract administration policy.


 

Provides supervision, guidance and work leadership to less-experienced subcontracts administrators and managers.


 

Maintains current knowledge of relevant contractual procedures and practices.


 

Participates in special projects.


 

Supervises and ensures small business compliance program for federal, state and local government contracts.


 

Performs such other duties as the supervisor may from time to time deem necessary.



SCOPE:


COMPLEXITY (Variety or uniqueness of tasks; relative difficulty or importance of work performed; size of unit supported, etc.):


Performs work that involves applying acquired and diversified knowledge and experience in subcontract administration and the coordination of related activities.


 

DECISION-MAKING (Supervision received; independent judgment or initiative; consequence of error):


Exercises independent judgment in the analysis of contracts/subcontracts and reports to determine subcontract requirements and compliance needs. Receives direction on assignment objectives, complex administrative problems and possible solutions.


 

WORK DIRECTION GIVEN TO OTHERS (Titles and number of personnel; type of direction given):


Directly supervises Subcontracts professionals.


 

INTERNAL CONTACTS (Required interaction/relationship with others within the organization):


Interfaces with project team members as well as Legal and Finance professionals and administrative staff.


 

EXTERNAL CONTACTS (Required interaction/relationship with others outside the organization):


Frequently contacts contractors.

 

 


 



EDUCATION/EXPERIENCE:

Bachelor’s degree in Business Administration or equivalent discipline, plus a minimum of four years relevant experience which must be related to procurement or general contracts administration for federal, state, local, and/or commercial contracts or an Associate’s degree with a minimum of twelve years of relevant experience.

Without a degree, fourteen years of relevant experience required. Must demonstrate familiarity and working knowledge of laws, statues, regulations, and requirements pertaining to procurement and subcontracts administration for one or more of the following contract types: federal, state, local, and/or commercial. Familiarity with FAR and American Association of State Highway Officials (AASHTO) requirements highly desirable. Experience with multiple contract types and performance-based contracting is required. A board knowledge of subcontracting activities typical to the engineering and construction industry is preferred.

 

 

 

SPECIAL SKILLS:


Good analytical and organizational skills. Ability to perform mathematical calculations, to understand contract plans and specifications, organize information, and effectively utilize PC and applicable software.

Contracts Management credentials from NCMA.
