The Transportation business covers all aspects of multidisciplinary design and management, from inception and options appraisal through to detailed design and delivery/construction support. It is our centre of excellence for the design of highway and rail infrastructure projects. We aim to be the first-choice designer for local and national highway authorities, contractors and developers.
We are working on many high-profile projects and frameworks nationwide, including Cambridge to Huntingdon A14 upgrade, Smart Motorways and Roads Investment Programmes through the Collaborative Delivery Framework for Highways England, HS2, East West Rail and the West Midlands Shared Professional Services with a number of local authorities.

We are looking for a dynamic, charismatic Survey Team Manager with broad ranging experience and a high level of technical competence in Land Surveying to lead our surveying team in Chelmsford.
You will be supporting the team through a period of significant change and helping to build a new value-added service that is driving innovation in the procurement and delivery of surveys upon which multidimensional design models can be developed.
You will be a role model for aspiring surveyors and surveying technicians, leading teams in the delivery of surveys and project portfolios ensuring that they are delivered to the highest technical standards and quality targets.

Our current workload includes a portfolio of diverse projects mainly located in East Anglia, London, southern England and the Midlands but with no geographic constraint. Projects include:
• Surveys to facilitate significant highways infrastructure developments such as the Highways England Road Investment Programme and the Highways England Junction Investment Programme (M25 CPS).
• Major infrastructure surveys including Heathrow Airport, Gatwick Airport and Eurotunnel.
• Post construction deformation monitoring such as at the Queen Elizabeth Olympic Park in London and Cambridgeshire Guided Busway.
• A broad range of surveys are undertaken including topographical, drainage and underground utility surveys, rail, structures and building surveys.

You will be expected to advise Clients and other team members with regards to the optimum technical solutions, help drive change to provide a world class and fully integrated survey team, manage the day to day operations of the local team.

This role will be based in our Chelmsford office in Essex but will require travel to Client locations and sites throughout the UK as necessary.


Requirements
Qualifications

• Incorporated or Chartered Surveyor/Engineer with Professional membership of the RICS (Royal Institution of Chartered Surveyors) or the CInstCES (Chartered Institution of Civil Engineering Surveyors) a relevant degree or a proven ability to work at the level expected of an experienced Survey Team Manager.

Technical
• Ability to ensure that surveys are completed to the correct specification
• A knowledge of modern survey techniques, processes and equipment in wide variety of applications
• Proven track record in keeping up to date with the advances within the market, understanding of their limitations and ability to determine the commercial viability of the latest technology, techniques and equipment in the delivery of surveys.
• Expert technical knowledge of surveying processes, hardware and software including 3D modelling, Total Stations, GNSS receivers, MX (or Civils 3D), AutoCAD, Starnet and GNSS processing software

Commercial
• Proven ability and experience in applying business policies, quality and environmental management systems, project governance procedures and financial control systems to team management, projects and project portfolios.
• Conversant with legal, contractual and technical considerations affecting the delivery of the service/portfolio.
• Proven ability to help identify and capitalise on business development opportunities, including the provision of fee estimates and developing technical/quality submissions as part of a tender process.
• A track record of understanding the commercial implications of technical solutions.

Stakeholders and Clients
• A track record of providing advice to Clients and Stakeholders on technical and other matters.
• An ability to identify all the desired outcomes of a project/service, with experience in the successful management of change.
• An ability to identify end-value including experience in the use of Value Management techniques and the provision of best value solutions.
Responsibilities
• Responsible for undertaking all aspects of team leadership and management of specific projects assigned from time to time.
• Responsible for helping to develop and implement a change management plan to develop a forward thinking and agile service.
• Ensuring effective interface with designers and other end-users of the survey outputs to ensure the optimum outcomes for the project overall.
• Managing welfare and safety of self and the team, applying appropriate safe systems of work and managing/undertaking specific risk assessments.
• Planning and managing workload, allocating appropriate, technically skilled resources to projects and tasks, ensuring efficient delivery of services and maximising resource utilisation.
• Delivering service and project outcomes to the highest technical standards within time, quality and budget constraints, setting and agreeing objectives as required by Clients.
• Ensuring project margins are maintained, change control is effectively managed and minimising re-work to ensure commercial targets are met.
• Engaging with Clients at project and portfolio level, building relationships to ensure the effective provision of services, understanding and complying with contract terms, meeting and exceeding expectations.
• Complying with and championing company processes and policies, and ensuring adherence to safety, welfare, quality and environmental requirements.
• Assisting with staff recruitment, developing and mentoring others to maximise individual/team performance, undertaking performance reviews, and creating diverse teams.
• Motivating individuals and teams to be effective, efficient, economic and creative.
• Monitoring and reporting on performance to Clients, stakeholders, senior managers and team members using the most effective communication techniques from written reports, formal presentations and other media as appropriate.
• Providing technical deliverables, support, advice and advocacy as required from time to time, with technical competence aligned to the Practice Requirements.
• Encouraging innovation and continuous improvement, embracing uncertainty and championing change to provide added value to Clients, portfolios and projects.
• Preparing fee estimate and technical/quality submissions in association with specific tendering opportunities as required.
• Securing future work for the team by building a comprehensive network of internal and external Clients.

• Proven ability to lead a team in a changing environment with excellent motivational and team building skills .
• You will have a proven ability to solve technical and non-technical problems with skills in resolving conflict and managing risk.
• You will demonstrate a high level of commitment and flexibility and be eager to accept responsibility.
• You will act with integrity and professionalism, gaining the trust of Clients and colleagues.
• You will have the ability to prioritise work to deliver successful outcomes.
• A full UK driving licence is desirable.
• A willingness to work flexibly to deliver projects to time and budget is essential.

This role may require security clearance and offers of employment will be dependent on obtaining the relevant level of clearance. If this is necessary it will be discussed with you at interview.
