Transit Oversight Project Director

We are hiring! The Transit Oversight Project Director is responsible for managing the day-to-day Federal Task Order activities. The Transit Oversight Project Director will be the primary point of contact to the Contracting Officer Representative and Alternate Contracting Officer Representative and, typically, the primary point of contact to the project sponsor being overseen. The Transit Oversight Project Director is responsible for organizing and managing task workloads within established budget and schedule guidelines.

Atkins is currently seeking a Transit Oversight Project Director to join our Federal Group in one of our continental U.S. offices including but not limited to Boston, MA, New York City, NY, Philadelphia, PA, Atlanta, GA, Fort Worth, TX, Kansas City, MO, San Francisco, CA, and Seattle, WA.

How will you contribute to the team?

  • Develops work plans, schedules, budgets, project milestone dates (with assistance from technical staff).
  • Will direct multi-disciplined technical teams (varying from 3-20 depending on the complexity and size of the assignment) in oversight of transit projects on behalf of the Federal Transit Administration.
  • Will be responsible for 1 to 4 Task Orders at any given time.
  • Keeps client and program manager informed of progress and issues.
  • Participates in technical reviews of agency-generated project documentation and directs team of subject matter experts to facilitate detailed reviews and subsequent report generation. Responsible for some report generation, personally.
  • Travel to the client or project sites for progress reviews and observations of project and agency status. Trips are generally monthly or quarterly for each Task Order, with multi-day stays.
  • Manages the project as a profit center; controls G&A costs; reviews and manages revenue stream.
  • Approves purchase requests for capital items as specified in the Authorization Matrix.
  • Manages accounts receivables and client billings; reviews and makes recommendations to program manager concerning final write-offs and past due accounts receivables.
  • Is responsible for financial performance of projects; assists project staff in identifying potential problems to ensure remedial actions are promptly taken to avoid financial losses and client dissatisfaction. Monitors and enforces compliance with established quality control standards, ensuring that appropriate quality assurance activities are being performed throughout the project.
  • Secures resource support from other operating units. Establishes work sharing commitments and negotiates outsourcing budgets with technical managers.
  • Assists management team in identifying staffing needs based on future workload and manpower projections for project staffing. Reviews managers’ recommendations to recruit, hire, transfer, or terminate project staff; approves/disapproves or endorses recommendations and presents to senior management for approval as required by established authorization guidelines.
  • Helps staff identify and pursue technical and professional development activities consistent with their career development goals and project objectives/needs.
  • Advises project staff concerning project requirements; company policies and procedures; monitors and enforces compliance.

What will you contribute?

  • Bachelor's degree in Engineering or Architecture. Graduate degree preferred. Management coursework and/or MBA a plus. This level may be achieved by technical professionals or managers with twelve years of experience since B.S. or eleven years since M.S., with at least three of these years in the Senior Project Manager position with highly complex project management responsibility.
  • Minimum of 12 years of project experience, with 6 of the 12 related to major capital transit projects in Project Planning, Engineering and Construction of major capital projects.
  • PE or RA required depending on degree
  • Project Management Professional (PMP or CCM) certification is required.
  • Engineering design management experience
  • Project planning management experience

  • Public outreach management experience
  • Federal grant management process experience
  • Regulatory and compliance experience
  • Project oversight services experience
  • FTA’s New Starts program experience
