NEOM-the Line programme will grow and evolve and become the largest capital project world-wide.  The Programme aims to challenge the “status-quo” with the intention of delivering a real meaningful change such that NEOM is referenced as world class and world leader is numerous areas.    

NEOM - the Line is a combination of multi-modules with each module representing a complex multi-discipline element of the overall Programme with both standard, unique and bespoke scope aspects.   

The Construction Manager is responsible for supervising the construction of significant assets within the context of the Module.  This role will be actively involved in both pre and post contract phases and requires post holder to have experience in both phases. 

  • Overseeing and directing construction projects from conception to completion. 
  • Deliver the time, cost/budget, safety/welbeing and quality aspects of the project scope 
  • Overseeing all onsite and offsite constructions to monitor compliance with building and safety regulations 
  • Coordinate and direct construction workers and subcontractors from diverse cultural backgrounds.   
  • The job post holder will be responsible for planning construction projects and overseeing progress from start to finish in a timely and cost-effective manner. Your key responsibilities will include, but not limited to budgeting, organization, implementation, and scheduling of the projects/tasks. 
  • As the Construction Manager, you will collaborate closely with various stakeholders to ensure smooth project execution. With your keen attention to detail and strong organizational skills, you will ensure that all construction activities align with the established timeline and budget. 
  • Your expertise in project management will be crucial in coordinating resources, resolving any issues that may arise, and delivering successful construction projects. 
  • Be adaptable and allow for changes with consideration for contingencies and innovation 
  • Able to lead, manage and co-ordinate multifaceted reviews relating to construction management ensuring that all appropriate experts, stakeholders and suppliers are involved and consulted appropriately. This is about doing what is right for the NEOM programme rather than Projects within the NEOM programme.   
  • Experienced in co-ordinating multiple ecosystem (suppliers), drawing on influencing skills to deliver acceptable outcomes.  
  • Able to manage change effectively, prioritising and directing targeted levels of effort to ensure positive outcomes and controls are implemented to mitigate risk to project delivery.  
  • Become an active champion of legacy knowledge transfer by mentoring staff including any designated Saudi nationals.  

RESPONSIBILITIES  

  • Lead the pre-contract packaging phase where allocated and nominated. 
  • Post Contract - Deliver the Project metrics (time, cost, quality, environmental and safety) 
  • Conduct and co-ordinate lessons learnt, return of experience in making continuous improvement.  
  • Lead and support the programme governance policy where specifically required in support of the allocated scope. 
  • Be an active member in all aspects of the works cycle including the workers welfare

  • Co-ordinate multidisciplined teams through effective communication, delegation and team playing.  
  • Able to demonstrate systematic and logical thinking and experience in an environment where there are many data flows, differing project teams, departments with potentially competing requirements.  
  • Capable in developing and implementing continuous improvement.  
  • Good verbal and written communications levels  
  • Experienced in co-ordinating multiple internal and external stakeholders, drawing on influencing skills to deliver acceptable outcomes for all parties.  
  • Able to take teams and stakeholders on a journey to create win-win outputs  
  • Able to absorb and recall large quantities of information quickly  
  • Reads situations quickly; good at focused listening; can find common ground and secure cooperation and constructive outcomes with minimum disruption.  

KNOWLEDGE

TYPE OF EXPERIENCE   

  • 20 years of experience in the construction arena, specifically with thick works – ability to demonstrate multi-disciplinary knowledge and experience on-site delivery.  
  • Pre and post contract experience 
  • Engineering accreditation  
  • Strong proven experience in organisation co-ordination and data sharing.  
  • Complex multi-disciplinary interface experience  
  • Possess practical knowledge of design & integration management and construction management  
  • Able to effectively communicate at all levels, both inside and outside the business (verbal and written)  
  • Strong co-ordination backbone with the ability to prioritise workload and demands  
  • Well-developed resolution skills; - enabling win-win solutions  
  • Approaches to provide relevant information to suppliers, stakeholders and decision makers using key facts and data.  
  • Experience in construction activities and strong awareness of risk, mitigations and control measures  
  • Preferably, work experience from the GCC region
