Construction Procurement & Contracts Manager

We are hiring! AtkinsRéalis is seeking a Construction Procurement & Contracts Manager to join our Beaverton, OR; Scottsdale, AZ  offices.

This individual will lead the contracting efforts through all phases of the lifecycle (strategic sourcing planning, procurement planning, bid / evaluate / negotiate, and execution) for assigned scopes. Emphasis should be placed on materials and equipment related contracts. You will support procurement aspects of construction projects by partnering with other project team members. This role will participate in the development and execution of construction related contracts with emphasis towards materials and equipment. This will also include solicitation of materials and equipment related quotes to enable purchase orders.

How will you contribute to the team?

  • Identifying ways to create value and minimize legal risk, utilizing effective contracting abilities. Uses negotiation tactics and strategies with internal and external customers and suppliers to optimize value.
  • Knowledge and skill to draw conclusions and make recommendations by analyzing facts and conditions, and making comparison of prices, discounts, delivery dates, or handling charges.
  • Knowledge of arithmetic practices used in business (e.g., discounts and warranties) sufficient to compare prices on recurring types of procurements, e.g., standard commercial items.
  • Knowledge and skill to apply guideline material by reading and interpreting procurement regulations and technical material, and translating the guidance into specific actions, e.g., assisting in the preparation of solicitation documents.
  • Knowledge of report writing techniques to present factual information clearly, to write procurement memoranda and minutes of meetings, and to draft simple contract provisions and supporting documentation.
  • Knowledge of commonly used contracting methods and contract types relating to the performance of pre-award, post-award, and / or contract price / cost analysis functions when the contract actions are well-defined and precedence exists.
  • Familiarity with business practices and market conditions applicable to program and technical requirements sufficient to evaluate bid responsiveness, contractor responsibility, and contractor performance.
  • Skill in dealing with others in a work relationship to present information orally and to accomplish a given purpose.
  • Performing routine contracting or contract administration functions, such as reviewing procurement documents for completeness, processing procurements involving standard specifications, gathering, and analyzing data for use by others, or writing portions of solicitations, contracts, and supporting documentation.
  • Results orientation. Efficiently and accurately completes all work in a timely manner. Takes initiative to proactively resolve issues. Is organized, manages time effectively, and balances workload to meet requirements. Conducts business with uncompromising integrity and clearly presents information through spoken or written communication.
  • Administering contracts by assuring compliance with the terms and conditions of contracts, including resolution of problems concerning the obligations of the parties; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) planning, establishing, or reviewing contracts, programs, policies, or procedures; (5) formulating and administering policies and procedures to ensure achievement of Intel’s facilities and construction goals, such as those affecting supply chain constraint, labor surplus / constraint areas, and supplier diversity business firms; (6) developing acquisition strategies and directing or managing procurements.
  • Role model standard business processes, ensure compliance with corporate, fiscal, legal, environmental, and risk management policies to minimize and limit corporate liability, manage risk, and optimize value.
  • Providing expertise on construction contracting methods, understanding the relationship between contractual responsibilities and assignment of risk, and a basic understanding of relationship between construction costs, quality, and schedule.

What will you contribute?

  • Bachelors in supply chain management, construction management, construction engineering, architecture, or engineering. Master's degree is a plus.
  • Minimum of 5 years of related experience in supply chain management, commodity management, contracts management, or construction project management.
  • Good written and verbal communication skills.
  • Working knowledge of office personal computer applications.  
  • Excellent data entry skills.
  • Good organizational skills and understanding of document control systems.
  • Strong procurement planning and procurement policy expertise.
  • Strong supply chain & supplier management skills.
  • Working knowledge of project management skills and methods.
  • Excellent data analytical skills, with the ability to break complex problems into smaller components for resolution. Understand and apply benchmarking concepts.
  • Strong knowledge of the local / regional market in relation to industry trends and norms.
  • Strong negotiation skills.
  • Strong knowledge of contracts, contract law and claims management processes & procedures.
  • Strong stakeholder partnering skills including ability to collaborate effectively.
  • Ability to influence for win / win outcomes with suppliers, business partners, and upper management.
  • Strong Lean / problem solving skills.
  • High tolerance for ambiguity in a highly fluid work environment.
  • Ability to embrace change.
  • Strong ability to take initiative, assume ownership, and drive results.
  • Comfortable in constructive confrontation situations.
