We are seeking a Project Controls Specialist Energy – Remote.  This is a remote position based out of our Richland, WA office.

How will you contribute to the team?  

• Assists with monthly reporting activities.

• Assists with the Earned Value Management System (EVMS) process.

• Supports proper control, tracking and cost accounting for project financials and cost alignment with the approved project Work Breakdown/Project Coding structure.

• Assists in reviewing total project cost updates related to schedule/cost engineering and material control and develops supporting data for proposal development and contract negotiations. Reviews and assists in reviewing requirements related to determining total scope.

• Coordinates and consolidates project schedules from multiple sources into the integrated project schedule.

• Develops estimates of various types, including Conceptual, Order of Magnitude, Parametric and Detailed Bottoms up.

• Develops or provides support and guidance in the development of Basis of Estimates and WBS Dictionaries.

• Assists and supports reviews of all estimates for completeness and correctness prior to being submitted to management.

• Supports scope changes to the Performance Measurement Baseline through the Baseline Change process.

• Interfaces with designated management and project counterparts for specific planning and schedule tasks.

• Provides project controls support related to the integration, control and management of projects, specifically project planning and scheduling and progress management.

• Implements and adheres to policies, plans, processes, interfaces and reporting to organize and schedule project work, taking into account time and resource constraints.

• Supports the project team with all aspects of the project planning and scheduling functions, including determining durations for the time phasing of the project baseline into the project schedule, management of an integrated schedule, development and updating of progress curves, performance curves and assessment of resources.

• Coordinates vendor/ subcontractor requested quotes as related to specific WBSs of the estimate.

• Promotes a team atmosphere among workers and staff to ensure everyone is working together.

• May lead and direct the work of others.

• Reports to a manager or head of department.

• Performs other duties as assigned.

What will you contribute? 

• Bachelor's degree required or equivalent experience in Business or an equivalent technical degree.

• Minimum of 4 years of experience in the field or related experience.

• COBRA (EVMS software) experience required.

• Previous experience with large energy construction projects.

• Previous experience with $1B+ construction project schedules.

• Previous experience with 3+ year project schedule for large projects.

• Ability to develop estimates from all sources including Orthographic Drawings, Isometric Drawings, Valve and Line Lists, Major Equipment Lists and Sketches as required.

• Primavera P6, a plus.

• Microsoft Project.

• American Society of Professional Estimators (ASPE) and/or Association for the Advancement of Cost Engineering (AACE) certification preferred.

• Effective organizational and interpersonal skills.

• Effective written and verbal communication skills.

• Effective coordination and integration skills.

• Advanced knowledge of MS Excel, MS Word, MS PowerPoint.

• Intermediate knowledge of Primavera P6, MS Project and InEight Estimator or similar.

• Intermediate knowledge of federal government estimating practices and Federal Acquisition Regulations (FAR).

• Intermediate knowledge of earned value management and reporting.

• Ability to develop project schedules from all sources as required.

• Must be a U.S. citizen in order to be considered.

Expected compensation range is between $77,000 - $129,000 annually depending on skills, experience, and geographical location.
