Project Manager, MCR Tooling & Testing

Project Manager - MCR Tooling & Testing will report to the General Manager, MCR and will be responsible for all aspects of project delivery for MCR tooling design, procurement, assembly & testing. The PM will work with the procurement, design, and testing teams to develop the overall project schedule, identify best practices and innovative solutions for manufacturing, assembly & testing, as well as internal & external stakeholder engagement. In this role you will be accountable for the successful completion of an assigned portfolio of projects varying in size and complexity. Reporting to the Program Director, you will be accountable for the overall project execution, ensuring that the projects are delivered within contract requirements, meeting AtkinsRéalis and Client standards of quality and safety as well as performance expectations.

You will need to understand and manage complex practical, technical, and commercial issues and have proven capability of working constructively with a broad range of stakeholders, leading project teams that are either local to you or across multiple locations. 

You will have excellent communication, listening, stakeholder management and influencing skills and capable of managing client relationships up to senior level, and engage constructively with multiple stakeholders.

You must also be able to successfully manage the commercial and quality performance of projects and proactively deploy a range of project management techniques to control delivery, cost, and schedule, as well as manage quality, risk, and change.

The PM is expected to have experience in project planning, execution of engineering related to tooling design & testing, and forward thought of integrated delivery of projects, engineering, procurement, contract management and project controls principles. This role will require leadership of all project team members and will be responsible for the development of work execution plans, assignment of or recruitment of project team members, development of overall work breakdown structure (WBS), project deliverables, organizational chart, budget, schedule, subcontract and supplier strategy, risk management, project forecast and people forecasting and levelling (PFL) for the project.

This role will be based in Mississauga, ON.

Your role within the Team :

  • PM shall support the program teams to determine needed resources (manpower, equipment, and materials) from start to finish with attention to budgetary limitations.
  • PM is responsible for developing project scope and deliverable definition in compliance with the governing contract documents, quality requirements for the project and any additional customer requirements.
  • PM is responsible for all contract management including scope & change control, requirements management, subcontractor and supplier management and governance for any flow-down requirements from the parent contract to subs and vendors.
  • PM is responsible and accountable for all aspects of nuclear and industrial safety including adherence with corporate and customer safety programs, development and enforcement of necessary training and requirements, adherence to corrective action programs and enforcement of performance standards for all the above.
  • PM shall apply appropriate key performance indicators to monitor project health and performance and establish rigorous reporting protocols that meet all requirements of the contract, corporate standards and project-specific oversight as established by senior management or customer.
  • PM shall ensure that all project activities are performed in accordance with corporate standards of ethical compliance, cyber-security, import-export regulations, intellectual property protections and security clearance protocols.
  • PM shall develop and implement detailed project execution plans and monitoring their execution through comprehensive reporting to clients and senior management.
  • PM shall perform rigorous risk analysis in accordance with corporate standards and application of industry best practice including monte-carlo methodology and contingency draw-down curves. PM shall form and maintain relationships with clients, partners, suppliers, and project stakeholders.
  • PM shall ensure that all formal approvals for project bids, changes and settlements are prepared and approved in accordance with corporate Level of Authority (Loa) procedures.
  • Approval of hours of work (e.g., timesheet approvals, overtime approvals, vacation authorization) for assigned scope/projects in accordance with company policies, project policies and any applicable collective agreements.
  • Approval of Purchase Orders and Project Change Orders within the company or project tiered limits of authority – frequently one of several required approvals.
  • Authorized to represent Company to client or suppliers with respect to project work and has signing authority for project correspondence, invoices, work orders etc., subject to company limits of authority.
  • Facilitate and participate in resolution of unanticipated or unplanned activities to bring projects back on plan.
  • Manage, track and monitor project activity and performance, (schedule & budget), actively managing and reporting any deviations.
  • Initiate and assist with processing of client invoices and manage invoice aging.
  • Provide weekly / monthly project status reports as required to customers, internal and external.
  • Provide input to continuously improve performance of the project operations through process improvements and manage relationships with key stakeholders to support the growth of this business.
  • Provides feedback and effective recommendations into functional performance review processes.
  • Provides feedback and effective recommendations into functional hire/fire/discipline processes.
  • Makes effective decision/recommendation (or responsible for) with respect to resourcing requirements on the project (i.e., hiring and firing within the project).

The Ideal Candidate :

  • 10+ years’ experience supporting various types of procurement, engineering services, tooling & testing projects.
  • 5+ years’ experience leading individuals and teams.
  • Strong experience with nuclear maintenance and refurbishment tooling.
  • Degree qualified in an Engineering or Science based discipline.
  • Understanding of project delivery methodology including earned value, critical path scheduling, prime contract and subcontract management, procurement and supply chain methodology and construction work packaging and associated inspection and test plans.
  • An appreciation of the importance of Quality Assurance Programs and their significance to the nuclear industry an asset.
  • A self-starter with the ability to work independently in a fast-paced environment.
  • Can build a team and can inspire them to perform and work together towards a common goal. 
  • Necessary Competencies :

    • Understanding of EPC work including subcontracts, prime contract management.
    • Understanding of supply chain and materials management principle; nuclear supply chain knowledge an asset.
    • Experience with nuclear plant construction and nuclear standards an asset.
