Atkins seeks an energetic and highly motivated self-starter to join our Tampa, FL team as a Project Manager - Utilities.

MAJOR FUNCTION/ROLE

Under direction, applies technical expertise and project management experience to manage project teams on conventional and unconventional projects. The ideal candidate has the ability to review roadway, bridge, and utility design plans; identify potential conflicts; prepare and scope of services; act as liaison to other areas of the Florida Department of Transportation, consultants, public and private utility agencies/owners, other government agencies, the public and other stakeholders.

JOB DUTIES
  • Reviews and verifies the production documents submitted by in-house and/or consultant utility staff such as utility
  • work schedules, associated plans, and utility permit applications to ensure compliance with the Florida Department of Transportation’s (Department) Utility Coordination Process.
  • Evaluates utility relocation costs with the Design Team and coordinates with the Office of General Counsel for determination of eligibility for utility reimbursement costs.
  • Prepares utility agreements and processes them for execution.
  • Processes right of way documents, specifications and estimates associated with utility facilities, as needed.
  • Processes encumbrances and invoices for reimbursable projects.
  • Provides guidance consistent with Department policies.
  • Monitors the progress and status of projects assigned to the District Utilities Office.
  • Provides input as an in-house consultant to District Utilities Administrator to ensure that adequate support is provided for utilities activities.
  • Communicates to the District Utilities Administrator any anticipated problems or controversial project issues and assists in their resolution.
  • Oversees technical aspects of the District Utility Office by providing training, on-going guidance and technical assistance to staff and stakeholders in accordance with state and federal policies.
  • Provides technical utility support to all Department offices from project development through construction, as required.
  • Acts in an advisory capacity in the coordination of utility adjustments.
  • Provides interpretation and direction in application of utility policies and procedures, Utility Accommodation Manual, and other issues related to utilities.
  • Ensures that adequate support is provided to Department offices in resolving issues or provides reviews or information as necessary.
  • Represents the Department as a utility liaison contact for the coordination of highway improvement projects within the District’s five-year work program. This includes advising utility agencies of the District's proposed construction schedule.
  • Performs other duties as assigned.

EDUCATION AND EXPERIENCE
  • Bachelor's degree in field(s) of practice. Graduate degree desirable. Management coursework and/or MBA a plus.
  • This level may be achieved with 8 years’ experience in project production and technical professional activities, two of these working as a Sr. Technical Professional.

SPECIAL SKILLS
  • Strong interpersonal skills; good public speaking ability; strong project financial management skills; knowledge of production support systems and personal computer proficiency.

PROFESSIONAL REGISTRATIONS

  • Professional Registration in field of practice preferred if available.

ADDITIONAL REQUIREMENTS
  • Knowledge of Utility Agreements.
  • Knowledge of the Utility Accommodation Manual (UAM), Plans Preparation Manual (PPM) and Construction Project Administration Manual (CPAM).
  • Knowledge of Program Management Scheduling and Project Suite Enterprise Edition (PSEE).
  • Knowledge of Work Program, Financial Services, Right of Way and Legal functions as they relate to utility agreements.
  • Knowledge of roadway and bridge design and construction techniques as they relate to utility installations in the Department’s right of way; Knowledge of project scheduling; Knowledge of Consultant Contract Administration Process.
