Saudi Arabia continues to be an exciting location, with ambitious growth and transformational plans to support Vision 2030. Atkins is positioned to grow its position as a leading provider of technical solutions to many of the opportunities presented by this programme, having established a 200+ staff office in Riyadh, but also with ambitions to grow further in 2020. 

Reporting directly to the Regional Commercial Director, you will be responsible for the coordination of our commercial approach, training and development of other Commercial staff and Project leadership operating within projects in Saudi Arabia.  You will have responsibility for assisting the Division to deliver against the commercial objectives set out each year in its annual budgets and building the business resilience needed for its longer term, sustainable growth, as well as for the collection of cash.

Responsibilities

  • The Quantity Surveyor will report to either Associate Director / Senior Commercial Manager.

  • Will be responsible for organizing measurement tasks when preparing estimates / cost plans

  • Draft estimates / cost plans for review and finalization with senior management.

  • Preparation of BOQ including drafting Preambles / General Requirements.

  • Undertake market review / research for compiling and updating unit rates for estimating.

  • Responsible for on-site and off-site quantity verifications and confirmation with regards to payments and variation works.

  • Responsible for checking and verification of all invoices of the said sub packages on site.

  • Maintain a register of payments

  • Check the materials on and off site and verified delivery and acceptance from the client’s representative for payment approval.

  • Prepare and maintain records of all sub-contractors agreement and payments.

  • On site verification of Final Accounts submitted by the Contractors and selected Sub Contractors and Suppliers, adjusting as necessary and providing recommendations to the Client.

 Key Requirements

  • Must have Mixed-use development and Infrastructure experiences

  • Commercial Contract Administration and Change management

  • Interim valuations and payment certificates

  • Variations analysis and recommendations, Contractor’s claims

  • Performing risk and value management and cost control functions

  • Undertaking costs analysis project work, prepare estimates of variation works.

  • Identifying, analyzing and developing responses to commercial risks

  • Preparation of cost report and monitor the cash flow.

  • Reporting to Client Representative on all commercial issues

  • Client facing and involvement in commercial meetings

  • Managing workload with minimal supervision

  • Understanding the implications of health and safety regulations

Experiences and Qualifications:

  • Must have previous experience of FIDIC contracts

  • Degree in Quantity Surveying from recognized university

  • Min 5 years post-contract experience

  • Must have consultant and/or client background for minimum of 2 years

  • Knowledge in the use of QS software or similar is required

  • Demonstrate strong interpersonal, communication and presentation skills

  • Team and /or independent worker

  • Possess good project background and proven English language technical writing ability and skills.
