Technical Manager, Waste Management

The Technical Manager is a member of the Project Management Team (PMT) on the CANDU MONARK Project, responsible for leading a group of systems design and equipment engineers in the field of Nuclear Waste Management. The Technical Manager oversees the execution of design and technical activities in a project delivery environment in accordance with industry standards and established governance.  The Technical Manager will report functionally to the Director, Process and Civil Engineering, and daily to the project Technical Director.

Your role within the team:

  • Managing individuals and teams executing work packages in the field of nuclear waste management.
  • Managing the design process through all phases of design.
  • Planning and executing work consistent with quality, cost, and schedule requirements.
  • Removing barriers that could impact quality, cost, and schedule performance.
  • Working with assigned staff to find optimal solutions to project challenges.
  • Providing technical guidance to staff, as appropriate.
  • Ensuring that work is conducted in accordance with applicable Engineering and Quality Assurance procedures, inclusive of contract, specifications, and technical requirements.
  • Approving engineering documents and deliverables.
  • Participating in the preparation of commercial proposals and approving the technical content of proposals prepared under their direction.
  • Forecasting resource demands for the assigned work scope, including required skills, capabilities, and durations.
  • Working with marketing and other business groups to maintain and improve client relationships and offerings.

Supervisory Responsibilities include -

The Technical Manager will oversee the work of up to 30 engineering staff. Supervisory responsibilities include:

  • Fostering a positive team environment where good performance is recognized and celebrated.

    Coaching for improved performance.

    Performing administrative tasks.

    Supporting the Functional Management team (as requested) with recruitment, performance feedback, performance enhancement, goal setting, and training and qualifications management.

The ideal candidate:

  • Bachelor's degree in mechanical engineering, chemical engineering, nuclear engineering or engineering science from an accredited university.

    Registered Professional Engineer in the Province of Ontario, or eligible within six (6) months of hire.

  • Experience managing engineering work with significant interfacing requirements with other engineering teams including Licensing, Safety Analysis, Process, Mechanical, Civil / Structural, Electrical / I&C, and Process Control.
  • Experience working within a Quality Management System (CSA N286) and quality standards (CSA N299).
  • Experience managing and/or performing work using nuclear Codes and Standards related to waste management, decommissioning, environmental assessments, including CNSC REGDOC-2.5.2, REGDOC-2.7.1, REGDOC-2.9.1, REGDOC-2.9.2, REGDOC-2.11.1, and REGDOC-2.11.2, CSA N292, CSA N294, and Canadian Radiation Protection Regulations SOR/2000-203.
  • Working knowledge of/experience with CSA N285.0, ASME Section III, CSA B51 Standard, ASME B31.1 code, and other applicable standards or regulatory guides.
  • Experience in procurement, operation, and maintenance of waste management equipment / components.
  • 10 years of experience in heavy water and tritium management, waste management, radiation and environmental protection, environmental impact assessment, refurbishment, safe storage, decommissioning and ALARA (As Low As Reasonably Achievable) and/or BAT assessment of CANDU design.
  • 5 years nuclear and/or CANDU technology experience.
  • 3 or more years of experience leading engineering teams.
  • Experience working in a nuclear facility licensed in Canada is an asset.
  • Site experience in construction, or commissioning of systems for nuclear or other heavy industries is an asset.
  • Proven track record of performance in a multidiscipline, dynamic project delivery environment.
  • Excellent communication and interpersonal skills.
  • Excellent organization and time management skills.

Other -

  • Willing to travel to and potentially work at project sites to meet business needs.
  • Security Clearance with Public Services and Procurement Canada is a condition of employment.
