We are seeking a talented and creative External Stakeholder Manager to join an exciting project in Madinah, KSA.

As part of the Engineering, Design and Project Management team within Atkins, the candidate shall provide a full and comprehensive service, in regards to Stakeholder Management, Permitting/ NOCs and Interfaces with third parties, on behalf of the business and its projects, which could include:

  • Advise on all local bylaws and regulations.
  • Take responsibility for all statutory approvals.
  • Take design responsibility before the Authorities Having Jurisdiction (AHJ) for all Architectural, Structural, MEP services and all other parts of the design outlined as part of this Scope of Services document.
  • Undertake the required code compliance and statutory inspections during construction.
  • Develop the Project design schedule which fully considers the requirements of the AHJ, identifying milestone approvals on the Critical Path.
  • Act as Architect of Record and undertake any required activities to fulfil this role.

Specific Responsibilities:

The following is a non-exhaustive list, written to provide candidates with a better understanding of the type of duties they will be expected to carry out on a daily basis:

  • All Services as required by law in reference to the party who formally takes responsibility for the design and submits that design to the AHJ for approval together with all associated imposed responsibilities for design supervision the Works.
  • Advise on all regulations, codes, planning and building acts. Include all environmental or sustainability requirements. Include actions to meet Appendix 12 Client Sustainability and Environmental Principles.
  • Undertake all liaisons with the AHJs and other regulatory bodies, including Civil Defence.
  • Take full responsibility for the designs submitted to the AHJs and other regulatory bodies, including Civil Defence.
  • Undertake the site supervision of the Works in accordance with the Local Architect’s responsibilities defined by the AHJs and other regulatory bodies, including Civil Defence.
  • Preparation of and submission of drawings, reports, studies and other documents required for the submission and approval.
  • Represent the design team in interfacing with and make applications for all building plan approvals and construction permits, including any necessary coordination between utility agencies and other AHJs.
  • Preparation and submission of drawings for Land Register and similar (if required).
  • Obtain all necessary NOCs.
  • Undertake all necessary translations between English and Arabic, and vice versa as required.
  • Establish a permitting strategy and monitor all permitting activities throughout the duration of the Project.
  • Amend design information to suit requirements of the local authorities throughout the design development of the Project.
  • Prepare a matrix that can be used to track progress on a weekly basis for any AHJ approvals, NOCs and permits. Information to be captured on this matrix shall be detailed including comments/close out actions and expiry dates for each permit/NOC.
  • Organize presentations and discussions with Civil Defence and any other relevant AHJ with assistance of Client teams to apprise of Operational considerations for Rides and Attractions on a regular basis.

Communications and Working Relationships:

  • Directors and team members.
  • Government entities and utilities (i.e. PIF/SREID, ADA, MOMRA, MOI, SEC, NWC, STC etc.).
  • Master Planners, PMCs, Contractors, engineering design offices, construction contractors, local service provider etc.
  • Management Consultants.
  • Investors, other public entities.
  • Media/Event Management firms.

Required Skills:

  • Saudi Nationals preferred.
  • Fluent in Arabic and English.
  • Minimum 8-10+ years relevant experience.
  • Similar scale initiatives/programs stakeholders/interfaces related background. 
  • Technical knowledge of: government entities requirements for approvals/ permits and design/construction of facilities, utilities, infrastructure, and/or real-estate developments; along with related projects/deliverables.
  • Bachelor of Engineering/Science/Economics preferred from an accredited local or internal University; provision of registration with Saudi Council of Engineers (SCE).
  • Certified Project professional [i.e. PMP, PRINCE2].
  • Productive supervision of subordinates including adequate planning, monitoring and control.
  • Ability to manage a small team at business and projects levels.
  • Effective team control and building of team spirit/culture.
  • Excellent communications skills; including report writing/presentation skills.
