Job Title: HSEQ Manager – Linxon GETS

We’re looking for an HSEQ Manager to lead the way in ensuring the highest standards of health, safety, environment, and quality. You’ll be the strategic partner in Engineering execution, driving continuous improvement, reducing risk, and fostering a culture of safety and quality within the organization. Key Responsibilities Include

1. Health and Safety Management

  • Develop and Implement Safety Policies:

    • Ensure Corporate Objectives, Policies and Procedures are implemented within designated area.

    • Review internal HSE policies and practices to ensure they are current and appropriate; conduct hazard and risk assessments and change existing or develop new recommendations from these assessments.

  • Risk Assessment: Conduct risk assessments to identify potential hazards in office and develop strategies to mitigate risks.

  • Incident Management: Lead investigations into accidents, incidents, and near misses to identify root causes and implement corrective actions.

  • Training and Awareness: Organize health and safety training programs for employees and subcontractors to ensure everyone is aware of safety protocols.

  • Emergency Preparedness:

    • Develop and manage emergency response plans for potential risks, including fire, chemical spills, or equipment failure.

    • Actively participate in the scheduling of safety meetings across Company locations to review HSE performance and policies.

2. Environmental Management

  • Environmental Impact Assessments (EIA): Oversee the assessment of potential environmental impacts.

  • Compliance with Environmental Laws: Ensure all activities adhere to local, national, and international environmental regulations.

  • Waste Management and Pollution Control: Develop strategies for managing waste, reducing emissions, and controlling pollution (e.g., water, air, and soil pollution).

  • Sustainability Initiatives: Promote energy efficiency, water conservation, and other sustainable practices within the project lifecycle.

3. Quality Management

  • Quality Assurance (QA) and Quality Control (QC):

    • Ensure that all engineering, procurement, and construction processes meet specified standards and client requirements.

    • Establishes direction for Company's Quality through strategic planning and deployment of the plans, goals, objectives and builds a quality structure that supports the strategic goals and objectives of Company’s overall strategy, mission, and culture.

    • Liaising with the corporate QA Manager to ensure that the Quality System meets requirements established in the Quality Manual and periodic review updating of the Quality Manual.

    • Provide leadership regarding the vision for quality and customer service and satisfaction.

    • Assure the organizational structure, procedures, processes and resources for the Quality Management System and implementation of quality management are adequate to meet the needs of the business and conform to all applicable regulatory requirements.

    • Promote closer interfaces and awareness of Project Quality Plans and procedures with the respective functional quality.

    • Ensure quality records are maintained, perform quality compliance audits, subcontractor quality assessments prior to selection.

    • Oversee the monthly KPIs, Quality performance and trend analysis on a global level documentation and understanding for bench marking and lessons learned within the operating units.

    • Analyse trends of all measurement data to assist in setting targets, future planning and in establishing action plans for improvement and effective follow up to verify compliance.

    • Identify critical areas for QMS and quality reviews and develop relevant monthly KPI's for assessment.

  • Non-Conformance Management: Identify, document, and address any non-conformances and take preventive actions.

  • Continuous Improvement: Use data from audits, inspections, and project reviews to drive continuous improvement in quality processes.

  • Management Review Process:

    •  Build and sustain strong working relationships with business process owners, Clients and third-party agents related to certification and licensing.

    • Facilitate and promote department meetings to improve quality performance.

4. Regulatory Compliance:

  • Adherence to Local and International Standards: Ensure that the company complies with legal and industry-specific regulations, such as OSHA (Occupational Safety and Health Administration), ISO 9001 (Quality Management), ISO 14001 (Environmental Management), and OHSAS 18001/ISO 45001 (Health and Safety Management).

  • Client and Stakeholder Requirements: Ensure that all HSEQ processes align with client expectations, contractual obligations, and best practices.

5. GETS Business Continuity Co-ordination:

Manages the BCP process, ensuring that the plan is up-to-date and effective.

  • Coordinate and maintain the BCP in line with the corporate needs, ensuring it reflects current organizational needs.

  • Coordinate and lead BCP drills, training, and testing.

  • Liaise between departments to ensure their continuity plans align with the overall BCP.

  • Ensure documentation of recovery procedures and track plan modifications.

  • Report to executive leadership on BCP progress and readiness.

6. GETS Management Support

  • Collaboration with Project Teams: Work closely with engineers, procurement, and construction teams to integrate HSEQ considerations.

  • Office Audits and Inspections: Conduct regular audits and inspections to ensure adherence to safety, quality, and environmental standards. Address any issues promptly.

  • Subcontractor and Vendor Oversight: Ensure that subcontractors and vendors comply with the company’s minimum HSEQ standards and protocols.

7. Documentation and Reporting

  • HSEQ Plans and Manuals: Develop and maintain HSEQ management plans and manuals, ensuring they are up-to-date and communicated to all relevant personnel.

  • Performance Monitoring and Reporting: Collect data on HSEQ performance metrics, such as injury rates, non-conformances, and environmental incidents. Provide regular reports to senior management and stakeholders.

  • Corrective and Preventive Action (CAPA): Manage the process for addressing non-compliance, including tracking corrective actions and ensuring preventive measures are in place to avoid recurrence.

8. Leadership and Culture Building

  • Promote HSEQ Culture: Foster a culture of safety, environmental responsibility, and quality across the organization.

  • Leadership and Coaching:

  • Provide leadership and guidance to HSEQ teams, including safety officers, quality inspectors, and environmental specialists. Encourage a proactive approach to risk management.

    • Continually maintain an appropriate level of awareness, knowledge and preparedness across the Division to create a culture that prioritizes effective HSE and balances overall associated costs.

    • Contribute to the HSSE lessons learned forum and ensure effective communication of lessons learned and HSSE alerts.

  • Stakeholder Engagement: Act as the main point of contact for clients, regulatory bodies, and other stakeholders on all HSEQ-related matters.

9. Budget and Resource Management

  • HSEQ Budgeting: Prepare and manage budgets for health, safety, environmental, and quality activities within the project.

  • Resource Allocation: Ensure the availability of adequate resources, including personnel, tools, and technology, to meet HSEQ objectives.

10. Crisis and Incident Response

  • Emergency Response Management: Develop and coordinate emergency drills and procedures for crisis situations such as fire, accidents, or environmental hazards.

  • Incident Investigation: Lead investigations into significant incidents or emergencies, ensuring that findings are documented, and corrective measures are applied effectively.

11. Communication and Stakeholder Liaison

  • Internal and External Communication: Serve as the primary liaison for all HSEQ-related communications within the company and with external stakeholders, such as regulatory agencies and clients.

  • Reporting to Senior Management: Provide regular updates and briefings to senior management on HSEQ performance, including compliance, risks, and areas for improvement.
