Atkinsrealis is looking for a Project/Construction Manager from Mechanical background for District cooling plant.

Incumbent Name: 

1.0PURPOSE

To create and maintain an attitude of leadership towards the project team with respect to overall management activities (including quality assurance, engineering, procurement, planning and controls, construction management, pre-commissioning, industrial labour relations and safety) to achieve a quality project, while respecting the established budget and schedule objectives. Coordinate with Client representative to ensure delivering the Works according to Client satisfaction, while maintaining our Company’s targets.

To manage the site organization and to provide leadership in the performance of all activities related to the execution of the construction work, quality control, materials management, office management, labor relations, security, safety and accident prevention, as well as the site support for contracts administration, planning and cost control.

2.0 SCOPE

All management and execution activities required for the Project.

3.0 SPECIFIC RESPONSIBILITIES AND AUTHORITY

In accordance with the Company Procedures, the Project / Construction Manager has the responsibility and commensurate authority to accomplish the following duties:

3.1 Organization and Planning

To prepare a site organization chart for the project and to assign personnel to those positions, reporting directly to the Project Manager. To review the preparation of the project master schedule, establishing the critical milestones and the relationship between the major activities. Become thoroughly conversant with the contract documents and scope description related to this project. Plan and supervise the design, procurement and construction of the temporary site installations and services required for the proper execution of the work and the management of a safe site. To direct the preparation of the Project Execution Plan, describing the procedures for the management and the execution of the project. Ensure that the objectives of quality, time, costs, health, safety as well as environment are communicated to the site construction team, followed and met. To direct the preparation and to review the job descriptions for each of his direct subordinates and to ensure that they, in turn, do the same for each of their subordinates. Manage the work progress in accordance with the project schedules, manpower requirements and the terms and obligations of the construction contracts. Supervise the implementation of the Health & Safety and Environment Plans. Establish and maintain proper services in view of operating a safe site. Ensure that quality control procedures are implemented. Ensure that strict official practices and confidentiality are always maintained at all times. Establish and maintain proper communications and relations with the Client operation team and the contractors site personnel Communicate daily and take the necessary actions in respect to the high interest of the management in the proper and safe execution of the works Approve the contractors progress billing Ensure that all claims from the contractors, back charges and scope changes are recorded, evaluated, and negotiated for the purpose of determining a fair value in accordance with the contractual documents Follow the contract administration activities for construction contracts in view of ensuring a business-like settlement of contractual variations and the meeting of contractual obligations. Ensure that all contractual clauses of the contracts are fully satisfied, in particular the special conditions Monitor and review the construction progress plan versus the actual. Establish and maintain a climate favorable to the application of ethical and professional practices in the business relations with suppliers and contractors for the construction of the project. Enhance the working relationships amongst the construction team members and with the Client team, by carrying out appropriate team building and information sessions during the course of the project.

3.2Controls

To ensure that the contractual obligations towards the Client are carried out in accordance with the terms of the services contract. To ensure that the project objectives of quality, cost and time are clearly defined, communicated and met. To ensure that the relations with public authorities and professional associations conform with the laws and codes of ethics. To manage the progress of the work (engineering, procurement, planning and controls, construction and pre-commissioning) by delegating responsibilities and authority to his direct subordinates.

3.3Quality

To ensure that the quality assurance procedures and program are prepared in the initial phase of the project and that the audits are carried out in accordance with the established QA program. To ensure that the standards, criteria and procedures for quality control are established, communicated and followed by each discipline (engineering, procurement, planning and controls, construction and pre-commissioning).

3.4Operations

To establish and maintain objective communications and relations with the members of the Client teams in order to ensure mutual satisfaction in the execution of the project. To participate in the analyses and evaluations of solutions to technical problems, as well as in the technical and commercial evaluations of claims required for the execution of the project. To ensure that the Industrial Relations and Safety program is prepared, reviewed and accepted in the early weeks of the project in order to establish a climate favouring productivity and safety at the site. To ensure that the company achieves its budgeted profit in carrying out the project, all the time meeting the Client objectives for the successful execution of the project.

3.5Motivation

To train and assist his direct subordinates in their personal development. To evaluate the performance for each of his direct subordinates and to ensure that they, in turn, do the same for each of their subordinates. To enhance the working relationships amongst project team members, and with the Client team, by carrying out appropriate team building and information sessions during the course of the project.

4.0WORKING RELATIONSHIPS

Reports directly to AtkinsRealis Deputy Projects Director. Coordinate with the Client Project Manager for establishing and meeting the project objectives of quality, cost and time as well as for the obtention of approvals to make contractual commitments with respect to suppliers and contractors, all in the content of the obligations towards the Client. Maintains a working relationship with the services and operational groups of AtkinsRealis concerning the application of quality assurance and the assignment of staff on the project. Reporting to him are: Resident Engineers Quality Control Engineers HSE Officers Discipline Engineers (Civil, Electrical, Mechanical, Instrumentation & Controls) Document Controller, Material Controller, Drivers Planner & Contract Admin.

5.0METHOD OF REPORTING

Prepares monthly progress report in accordance with the Project Instructions Manual.
