Construction On-Site Safety Supervisor

Responsibilities:

To perform this role successfully, the individual will be responsible for ESH Safety Supervisor on Construction site to manage general contractor, Risk Assessment, JSA, Safety work method, site safety inspection/guideline as per Client requirement and AtkisnRelais’s Blue book/Korea KOSHA regulation on Industrial area(Data Center) but not limited to:

  • Construction Safety supervision and monitoring at designated project site involving multiple contractors and subcontr      actors

Site Patrol

  • The full-time on-site supervisor shall monitor, patrol, and supervise the construction site, areas, and all areas accessible by project parties. This shall include inside, outside, vehicle parking areas, material storage areas, loading and unloading areas, and public areas/paths/roads etc. surrounding the site. The topics to be considered include, but are not limited to,
  • Ensure an industry leading safe and healthy construction site

Security

   Secure site boundary

  • Secure off-site material storage, parking, loading, and unloading (not physically accessible to the public)
  • Area segregation (operational area not physically accessible to construction workers, and construction area not accessible to operations/customers etc.)

Access & Egress

  • Safe general access and egress paths from all areas on site

Cleanliness & Tidiness

  • All following areas shall be kept as clean as an operational data canter, with no rubbish, packaging, dust, water, etc.; construction areas, areas accessible to construction persons, access, and egress, loading and unloading, public areas surrounding construction, material storage, car park

Material Storage

  • Material shall be stored in pre-designated areas, not blocking access and egress, not blocking, or hindering emergency escape or services access, not located near traffic or vehicle, with clear signage, clear labelling, and clear physical barrier (1.8m temporary fencing)

Signage

  • Signage shall be placed at all areas accessible to construction project personnel, including; construction site, access, and egress, material, and equipment storage, loading and unloading
  • Signage shall explain to construction personnel their rules but shall also explain to other persons in the building (E.g. customers) relevant information to ensure their understanding and safety
  • Signage shall be displayed in multiple languages, to ensure the native language of all persons working on the site is visible
  • Signage includes semi-permanent signage attached to doors/walls/etc. throughout the construction period and also temporary signage used at specific locations which move during construction (E.g. PTW notice board at the entrance to each floor)

Permit To Work (PTW)

  • Audit site compliance to approved PTW
  • Ensure PTW notice board has been placed at the entrance to each floor and any designated locations

Personal Protective Equipment (PPE)

  • Minimum 5-point PPE (Task-specific gloves, safety glasses, hard-toe footwear covering the ankles, hard hat, and High visibility reflective vest, shirt, or jacket) shall be strictly enforced according to the project Safety Management Plan (on the basis this plan complies to local regulations and codes, Equinix requirements and customer requirements)
  • PPE shall not be removed within the site boundary (workers shall change out of their PPE at an off-site location such as their office, GC office or vehicle)
  • PPE applies to all persons on site, including visitors, customers, delivery drivers, management, etc.

Attendance and adequacy of site supervision

  • Ensure General Contractors, Sub-Contractors and Vendors have adequate site safety personnel according to local regulations and code, customer requirements and project Safety Management Plan (E.g. Safety Officer(s), Safety Supervisor(s), Traffic Management, First Aider(s), etc.)
  • Ensure General Contractors, Sub-Contractors and Vendors have adequate site construction personnel (E.g. Construction Manager, Discipline Manager

Equipment (Compliance, suitability, and condition)

  •  Access equipment (and their operators)
  •  Construction equipment and tools (and their operators)
  •  Commissioning equipment and tools (and their operators)
  •  Emergency, fire and first aid related equipment
  •  Other equipment required for the safe completion of works

Emergency

  • First aid and resuscitation equipment condition and usage
  •  Emergency escape route
  •  Emergency services access route (e.g. stretcher reaching all areas of site)
  •  Emergency mitigation plan compliance

Fire

  • Firefighting equipment
  • Fire escape route and equipment (there must be a minimum of 2No.)

Weather & Environment (E.g. Cold, Heat, Flood, Wind, etc.)

  •  Before known event, prepare site condition and workers for the event
  •  During event, inspect and control site and workers
  •  After event inspection, to check safe before resuming work
  • Deliveries, Loading and Unloading
  • Traffic Management and Public Safety
  • High risk hazards supervision and specialist preparation
  • Site Photos & Videos
  • Assist Client Safety Officer & Client Team
  • Reporting – Real-Time/ Fast Reaction / Stop Work or Suspension

Requirement:

  • Bachelor’s or College Degree in Safety Subject
  • 8+ years’ experience in the architectural construction
  • Knowledge of Data Center Project is desirable but not mandatory.
  • Engineering Construction Safety License(건설안전기사)
  • The role requires the candidate to work on Saturday
  • Thorough Knowledge of Korea Code and local legislative regulations / International codes regulations
  • Previous experience managing site HSE requirements including main functions listed in this role is highly desirable
  • Added value in having past work experience in the multicultural team environment
